Why would God have created them if He knew they would choose hell

God created men surely knowing what they would choose, but He does not make them choose what He knows. His omniscience does not eliminate their free will. Therefore, somehow, God’s sovereignty, foreknowledge, and omniscience co-exist with our human responsibility. 

You may be trying to define God’s nature via man’s perspective. However, God (unlike man) can absolutely KNOW an event will occur WITHOUT having to CAUSE the event to occur. We live in a cause-and-effect universe — God does NOT.

It's a false expression to say that a particular person was/is "pre-ordained for hell". This is incorrect conclusion. See Matthew 25:41. (This verse says Hell was created for Satan and his angels, not man). We (humans) will end up in hell if we commit the unforgivable sin — rejection of the Holy Spirit, which is another way of saying we decide not to follow the light that God gives us. God KNEW who would reject Jesus WITHOUT CAUSING the event. He can see tomorrow, or yesterday just like we can see to our left and to our right.

Now Let's return to the question, In case of not creating those who would choose hell, Yes God may not be violating their own free will if they are not born yet. But in this case he will be violating the moral law of freedom he created from the beginning. 

In the beginning of creation before creating man, God set some laws in order to keep man alive on earth so he not only created the gravity law and the electromagnetic law but he also created moral laws (like love, honesty, freedom, faithfulness....etc) which are actually derived from God's attributes to provide man with security and safety so that all the cosmic and moral laws he created will serve man and be of more help for his adaptation on earth. These moral laws are like cosmic laws, they are being designed to operate automatically...they are absolute laws.

God gave man freedom and this freedom law was set from the beginning of creation even before he created Adam. Because before God created Adam, God had foreseen that Adam will sin but that didn't push God to violate the freedom law for human that he already set before. Knowing isn't causing, that is to say, just because God knows the future, doesn't mean God causes it

God is not like man..On earth People with great authority (or those who have power) may violate the civil law because they think they have the right to be "above" the law because of their positions. But God is not like that...God respects the law he created even if man will misuse it and desire it for his own destruction..So if it happened that we violated the law from our side, God never violates it from his side that's because of who he is and not because of our positive responses to these laws !!.So Yes God is all powerful but he's also faithful to the laws he put even if his faithfulness would be the reason of breaking his heart if man misused this freedom !!

It's not only his faithfulness that God will violate, he will also violate the moral law of love. God didn't create man to give him some commandments and enjoy dominating him...God created man so that he can have loving relationship with him..He wants man to be one with him..He wants to give him all he has !!. God loves all people the same exact love even those who chose to reject this love... YES he loves his enemies the same love he loves his followers with..You may not believe it but it's the truth !. God's love is unconditional love to all mankind which means there is no Nepotism (discrimination) in his love ! That's why God can not allow his followers to be born and others not . Because this will be against the moral law of love.

[And Note: It's this overwhelming pure divine love that they (who will choose to reject it) will suffer from in hell...In my opinion Hell won't be about their physical torment by Satan because they chose to follow him...it will be more about "a state of mind" that recalls events in their memories where on earth they responded to God's love by selfishness.... to his faithfulness by unfaithfulness .....to trust by despair and doubt.....they will regret and mourn for choosing to live a life separated from the only source of love. That's what hell is about in my opinion !]
